International Registration Plan (IRP)

Effective from January 1, 2015, the International Registration Plan (IRP) underwent a transformation by incorporating the Full Reciprocity Plan (FRP). The FRP dispenses with estimated distance, opting for the actual distance covered by a fleet in each visited jurisdiction.

Any carrier with a registration year commencing on or after January 1, 2015, will adhere to the FRP provisions, regardless of the timing of renewal application processing. This includes post-renewal supplements such as adding new vehicles or transferring existing ones, even after the January 1, 2015, renewal.

Streamlining IRP The Full Reciprocity Plan (FRP) enhances IRP equity and flexibility:

  • Members can operate in any IRP jurisdiction without altering the Cab card.
  • Cab cards will list all jurisdictions.
  • Fees are based on the actual distance covered in the previous year.
  • Carriers pay only for jurisdictions in which they operated.

January 1, 2015

Carriers will have all jurisdictions listed on their Cab card and can operate in all IRP jurisdictions. Fees will be incurred solely in jurisdictions where they had actual travel in the reporting period. Estimating distances is no longer required.

Registration fees for new fleets or renewed fleets with no actual distance within the reporting period will be computed for all jurisdictions using the Prince Edward Island Average Per Vehicle Distance chart.

This chart stems from the average distance reported by Prince Edward Island-registered fleets for all IRP jurisdictions. It will be updated annually by March 31.

No, existing carriers renewing after January 1, 2015, will continue to pay fees only for the jurisdictions where they had actual travel during the reporting period.

No, a new fleet must use the Average Per Vehicle Distance chart to determine fees across all jurisdictions.

In such cases, they will pay 100% of Prince Edward Island’s fees.

Carriers renewing prior to January 1, 2015, will adhere to the old provisions until their renewal. Cab cards will exclusively display requested jurisdictions with paid fees. Until they renew in 2015, they will need to “add jurisdictions” or obtain trip permits for unlisted jurisdictions.

The Gross Vehicle Weight (GVW) will be featured on the Cab card for all jurisdictions, regardless of fee collection. It should include the base declared weight and the corresponding weight for each jurisdiction.

Fees for weight increases will be computed only for jurisdictions where actual travel was reported. In the absence of actual travel, no registration fees will be collected until the fleet accumulates distance in the jurisdiction. Note: Prince Edward Island imposes a $50.00 administrative fee.

No, listing US jurisdictions on the Cab card doesn’t mandate US operations. However, the issuance of registration documents doesn’t exempt Carriers from obtaining additional permits required by jurisdictions they travel through.

The Full Reciprocity Plan (FRP) enhances the Plan’s efficiency, equity, and flexibility by granting complete reciprocity for apportioned vehicles among all member IRP jurisdictions. It eliminates provisions related to estimated distance.

The International Registration Plan (IRP) is a US-based system that facilitates the distribution of registration fees for commercial motor vehicles traveling across member states and provinces. Ontario implemented IRP on April 1, 2001. Carriers traveling beyond Ontario with vehicles weighing over 11,793 kg or having three or more axles, irrespective of weight, should register in IRP. Otherwise, they must acquire trip permits for travel outside Ontario. IRP provides comprehensive registration for trucks and buses as an alternative to individual reciprocity agreements, distributing registration fees based on kilometers traveled in other jurisdictions. Vehicles receive one license plate and registration document enabling travel in all jurisdictions.

How Are Carriers Chosen for a DOT Audit?

Compliance Review

On-site inspections are a routine occurrence for motor carriers. A compliance review conducted by a Department of Transportation official can be prompted by various factors, including:
  • New carriers (or carriers with no prior audits)
  • Follow-up to a conditional or unsatisfactory review
  • Investigation of safety-related complaints that are deemed valid and significant enough for a compliance review
  • A high-profile or fatal accident
  • A carrier’s request for an audit of its operations

The majority of audited carriers are selected based on the High Risk carrier definition within the Compliance, Safety, Accountability (CSA) enforcement model.

The Federal Motor Carrier Safety Administration (FMCSA) has embraced a High Risk motor carrier definition. Under this definition, passenger carriers are categorized as “High Risk” if they have two or more of the following Behavior Analysis and Safety Improvement Categories (BASICs), most closely tied to crash risk, at or above the 90th percentile for a month and have not undergone an onsite investigation (audit) in the preceding 12 months: Unsafe Driving, Crash Indicator; HOS Compliance, and Vehicle Maintenance. Non-passenger carriers are classified as “High Risk” if they have two or more of these BASICs at or above the 90th percentile for two consecutive months and have not undergone an onsite investigation in the previous 18 months. This defined High Risk list becomes the Agency’s investigative priority. It allows the Agency to more promptly investigate carriers posing the highest risk to public safety, rather than delaying investigations of carriers with high crash risk.
